dc.description.abstractThis working paper provides a background to the rebuilding of the educational sector in Somaliland, which had been completely destroyed during the civil war, developed again from very modest beginnings in the early 1990s. Arguably, the educational boom in the country is part of the second phase of peacebuilding, which began around 1997 and still continues. It involves extensive diasporic investments in the form of economic and social remittances. The case-study section in the second half of the paper presents two universities founded by diaspora and local actors. The study concludes that, on the one hand, diasporic engagement in education has a peacebuilding effect in so far as it provides opportunities for a peaceful and potentially prosperous future for many youngsters and facilitates the transnational exchange of ideas and visions related to social development and tolerance. On the other hand, however, follow-up prospects for most graduates are currently missing. The structural transformation from a war-torn to a peaceful society in Somaliland is endangered by unemployment, poverty, and a lack of government planning.it_IT

dc.description.abstractQuesto documento fornisce lo sfondo della ricostruzione del settore educativo in Somaliland, completamente distrutto durante la guerra civile e sviluppato di nuovo agli inizi degli anni '90. Probabilmente, il boom di istruzione nel paese è parte della seconda fase del consolidamento della pace, iniziato intorno al 1997 e ancora in atto. Questo comprende ampi finanziamenti provenienti dalla diaspora sotto forma di somme economici e sociali. Il caso analizzato nella seconda parte del documento presenta due università finanziate da attori locali o dalla diaspora. Lo studio conclude che, da una parte, il coinvolgimento della diaspora nell'educazione ha un effetto di consolidazione della pace, in quanto crea la possibilità per un futuro pacifico e potenzialmente prospero per molti giovani e favorisce lo scambio transnazionale di idee riguardanti lo sviluppo sociale e la tolleranza. Dall'altra parte, comunque, mancano attualmente le prospettive per la maggior parte dei diplomati.
